Discours du Pr. Robert Molimard lu par une déléguée de C.A.G.E. lors de la conférence de Bruxelles ‘’Forbidden to Think’’.

Tout d'abord, je déclare sur l'honneur n'avoir aucun lien d'intérêt, ni avec l'industrie du tabac, ni avec l'industrie pharmaceutique

Je remercie les organisateurs pour leur aimable invitation. Cependant mes autres obligations et mon âge auraient rendu pénible un voyage à Bruxelles.

Mais j'ai une autre raison. Les activistes anti-tabac sont très puissants en France, qui à bien des égards ne mérite plus guère sa réputation de "Patrie des Droits de l'Homme". J'ai jusqu'ici conservé une aura d'expert scientifique indépendant en matière de tabac. Je constitue de ce fait une sérieuse épine dans le pied des activistes, car ils savent que je n'avance que des vérités scientifiquement fondées. Ils rêvent de me discréditer, et sont à l'affut de mon moindre faux-pas. Quel triomphe s'ils pouvaient me démasquer comme agent stipendié de l'industrie du tabac. Je sais leurs attaques contre la tenue de cette Conférence. Je ne doute pas qu'ils interprètent ma présence comme une preuve de mon alliance avec le diable. C'est pourquoi je préfère préciser par écrit ma position, en particulier les limites de mon soutien à votre action.

Je suis avant tout médecin. Comme beaucoup, j'ai vu des parents et des amis chers souffrir et mourir de leur tabagisme. C'est pourquoi, il y a 32 ans, j'ai commencé à étudier dans mon laboratoire la dépendance au tabac, ai ouvert dans mon service hospitalier une consultation pour fumeurs, ai fondé une Société savante pour promouvoir une véritable recherche scientifique sur le tabac, et créé un enseignement universitaire que j'anime encore. J'ai lancé le néologisme "Tabacologie" pour couvrir ces activités.

Soyons clairs. Le fumeur est l'unique victime du tabac. Non seulement il lui soutire énormément d'argent, mais il sape sa santé et le tue. Le non-fumeur peut être incommodé par la fumée. Il a le droit de ne pas être enfumé dans les lieux qu'il est forcé de fréquenter. Mais cela ne le tue pas. J'ai démontré que le fameux rapport "Lever le rideau de fumée, 10 raisons pour une Europe sans fumée" est un pur mensonge, une manipulation destinée à permettre l'édiction de lois coercitives, sous l'égide des géants de l'industrie pharmaceutique qui commercialisent les médicaments de "sevrage tabagique". Afin d'en faire un problème majeur de santé publique, ce rapport augmente artificiellement de 426% le nombre de décès liés au tabagisme passif. La définition classique, consensuelle, en était le risque pris par un non-fumeur exposé à la fumée des autres. Le rapport a subrepticement changé cette définition, en incluant dans ce nombre des décès de fumeurs actifs. Il argue en effet que, comme il est difficile de fumer loin de soi-même, un fumeur inhale forcément la fumée environnementale qu'il produit; Il est donc une victime du tabagisme passif! Selon le rapport lui-même, cela fait passer de 1114 à 5863 sa mortalité annuelle en France! Qui plus est, seulement 6 décès justifient l'interdiction dans les hôtels, restaurants, bars et discothèques ! Evidemment, l'article critique que j'ai publié dans la "Revue d'Epidemiologie et de Santé Publique" a été totalement ignoré par les media français. Comme, toujours selon le rapport, 1007 de ces 1114 morts seraient victimes d'une exposition à leur domicile, l'interdiction n'a aucune chance d'avoir la moindre efficacité tant que les flics n'enfonceront pas la porte à coups de bélier pour verbaliser le conjoint qui fume.

Médecin, je dois combattre les maladies liées au tabagisme. On peut aborder la question de deux manières: aider les fumeurs à s'arrêter, et réduire le risque à utiliser le tabac. Je suis fermement opposé à la politiqque officielle actuelle, car elle ne s'attaque ni à la nocivité de la cigarette, ni à la dépendance au tabac. Elle s'attaque aux victimes, c'est-à-dire au fumeur, qu'elle devrait protéger. Toutes les fois qu'il allume une cigarette, il se sent déjà coupables de gaspiller son argent, qu'en mourant prématurément, il risque de laisser sans ressources sa veuve et ses trois enfants. Mais le voilà maintenant stigmatisé comme assassin de son voisin ou de son conjoint non-fumeur. Il lui faut échapper à cette insupportable culpabilité. Certes, quelques personnalités faibles s'arrêteront de fumer. Mais d'autres plus fortes ne supporteront pas de telles attaques à leur identité et s'enfermeront dans un tabagisme retranché. C'est ainsi que le ministère de la santé irlandais vient de reconnaître que la prévalence du tabagisme s'est accrue de 27% à 29% après l'interdiction! Quant à réduire le risque, une récente campagne de l'OMS déclarait le tabac dangereux sous toutes ses formes, alors qu'il est démontré que l'usage de tabac non fumé, tel que le snus suédois, diminuerait le risque de plus de 90%.

En tant que citoyen, je soutiens fermement que le fumeur a le droit de fumer un produit encore légal, parce qu'il l'aide à vivre, soulage ses angoisses et lui apporte un certain plaisir. Toute prohibition me semble inhumaine, spécialement dans les situations sans échappatoire, comme dans les prisons ou les hôpitaux psychiatriques. Mais je ne puis être entièrement d'accord avec des mouvements du genre "Droits des fumeurs". Une telle dénomination est ambiguë, car elle sous-entend une promotion de la cigarette. Les médecins honnêtes ne peuvent pas être plus d'accord qu'ils ne le seraient avec un mouvement des "Droits au suicide". Je ne fume pas, et ne suce pas de snus. Mais, paraphrasant Voltaire, "je serais prêt à mourir pour votre droit à le faire". En fait, je tempèrerais la formule en évoquant Georges Brassens: "Mourir pour des idées…d'accord, mais de mort lente".

Une sorte de lent mûrissement expose beaucoup de démocraties au danger d'être facilement cueillies par quelque dictateur, homme de main de pouvoirs économiques anonymes et sans vergogne, avec les tragiques conséquences que nous connaissons. Il n'y a pas de "petites" libertés. Nous devons nous battre farouchement pour préserver chacune d'entre elles; Si un tel esprit rassemble les membres de cette conférence, qu'ils trouvent ici mon cordial et large soutien.

To begin I declare on my honour that I do not have any link of interest, neither with the tobacco industry, nor with the pharmaceutical industry

I thank the organisers of this conference for inviting me. However, I am an overbooked old man, and coming to Brussels would have been a bit hard for me.

But there is another reason. Anti-tobacco activists are very powerful in France, country which in many respects no longer deserves to be regarded as "The Human Rights country". Up to this day, my aura as an independent scientific tobacco expert has been faultlessly preserved. I am therefore a painful thorn in the sides of these activists, because they know very well that I only speak scientific based truths. They dream of discrediting me, and they attentively watch for the slightest mistake or wrong move I might make. Oh how triumphant they would be, if only they could make me appear as a secret agent paid by the tobacco industry! I am aware of their attacks against the happening of this Conference, so I have no doubt that they would somehow twist my presence here as a condemning proof of my alliance with the devil. This is why I prefer to present my position in writing, and more specifically, the extent of my support to your action.

First of all, I am a physician. As many of ours, I had to see some of my relatives or close friends suffer and die from tobacco induced diseases. This is the reason why, 32 years ago, I began to study tobacco dependence in my laboratory, I opened a clinic in my hospital ward to try to help smokers quit, founded a Society to promote scientific research on tobacco, and developed a University course that I am still running. I launched the neologism "Tabacologie" to cover these activities.

Let us be clear. The only victims of tobacco are the smokers themselves. They do not only pay with their money, a huge amount of money, but especially with their lives. Non-smokers may indeed be bothered by smoke. They have a right not to be smoked out in places they are forced to frequent. But they are not being killed. I demonstrated why the famous report "Lifting the smokescreen, 10 reasons for a smokefree Europe" is a pure lie, a manipulation designed to allow the enactment of coercive laws, sponsored by the giants of the pharmaceutical industry which market smoking-cessation drugs. In that report, they artificially increased by 426% the number of deaths attributed to passive smoking, in order to make the statistics reach the level of a major public health problem. Passive smoking risk was up until this report defined by consensus as the risk of non-smokers exposed to other people’s smoke. They changed this definition, by including active smokers’ deaths, because, as it is of course difficult to smoke far from oneself, smokers inhale the environmental smoke their own cigarettes produce. In the case of France, according to their own calculations, this spin alone increased the death rate from 1114 to 5863! Furthermore, smoking bans in hotels, restaurants, bars and night clubs is justified by 6 annual deaths only! Needless to say, the review I published in the "Revue d'Epidemiologie et de Santé Publique" has been totally ignored by the French media. As they calculate that 1007 of these 1114 deaths were the consequence of home smoking exposure, the ban cannot possibly be very effective providing policemen do not break down the door of your private home with battering rams to report your smoking spouse.

As a physician, I have to fight against diseases due to smoking. There are two approaches I can take towards this goal: help smokers quit, and reduce the risks related to using tobacco. I am a strong opponent to the present official policies. They are not directed against tobacco noxiousness and smoking dependence, but against the victims, who are the smokers. Each time they light up a cigarette, not only do they already feel guilty when they think about how they misuse their money, how they will die prematurely leaving a widow and three children with no means of support, but they are now accused to be the murderers of their neighbour or of their non-smoking spouse. They need to escape such an unbearable guilt. In fact, some feeble personalities will stop smoking. But stronger ones will not tolerate such an attack on their identity, and will instead reinforce their smoking. Case in point, the Irish ministry of health recognises that the smoking prevalence increased from 27% to 29% after the ban! Regarding risk reduction, the WHO campaign declared that all forms of tobacco are dangerous, even though it has been demonstrated that using oral smokeless tobacco, such as the Swedish snus, is over 90% less hazardous.

As a citizen, I strongly support that smokers have the right to smoke, because it helps them get through life, relieves anxiety, and offers them some pleasure. Any prohibition seems inhuman to me, especially in situations where there is no escape, such as in prisons or psychiatric hospitals. But I cannot fully agree with any "Smoker's Rights" movement. Such a denomination is ambiguous, because it also implies a smoking promotion. Honest physicians cannot agree, just like they would not agree with a "Suicide Rights" movement. I neither smoke, nor use smokeless tobacco. But I am ready to die for your right to do so…. Well.. maybe I would temper Voltaire’s thought down a little and go with the one from Georges Brassens "To die for ideas, fine, but make it be a long lingering death".

As a member of the French Human Rights League, I am deeply affected by the troubling rising tide of hindrances to freedom. Little by little the walls are closing in. A kind of slow ripening, that is going to expose many even democratic countries to the danger of being taken over by some dictator, henchman of anonymous heartless multinational trusts, with all the tragic consequences that we know. There are no "small freedoms". We have to fight fiercely to stand up for every one of them. If this spirit gathers the members of this Conference, they will find here my hearty and open support.
